The July Civic Association Meeting for Harmony Hills and Lexington Square began at 7:05 within the Kirkwood Library Meeting Room with a group of resident homeowners, those in their elected roles, and Councilman Tim Sheldon in attendance. Paul had read the minutes of the last meeting and continued with an early introduction of Councilman Sheldon's updates and information to share, which mostly centered around the community's concerns of proposed data centers within his District and surrounding
area.
Councilman Sheldon opened that he had halted review and approval processes of a proposed data center located behind on Route 273 (Ogletown Road), behind the Roquette (formerly IFF) chemical manufacturing plant, across from the CarMax dealership for concerns of the neighboring communities.
Alternatively, there is another rail manufacturing company, Alstom, who is interested in creating a regional rail and railway transit manufacturing and repair facility that will benefit largely from additional long-term job creation and stabilization within the area. Alstom would be partnering with Amtrak if the acquisition follows through. A second data center proposed in Delaware City requires a partial rezoning of the property to move forward.
Councilman Sheldon spoke about the Qualifications for Elderly Tax Exemptions for Residents Age 65 or Older. This exception will deduct a maximum of $173,000 from the total assessed value of the applicant's property. To qualify: All occupants of a property must be 65 years of age or older, live at the primary residence, assessed property value does not exceed $676,000, full house income of all income sources does not exceed $65,000 per year and have been a resident of Delaware at least 10 years.

Dues Collected:
111 homes in Harmony Hills and 10 from Lexington Square. The Community Association dues remain at $10, payable to Harmony Hills Civic Association, and can be mailed or dropped off to Ray Bodnar, 207 Tamara Cir. (corner of Tamara and Ellsworth). Alternatively use the QR codes for electronic payment at the bottom of this newsletter.
Please note that our Community Association on has around half, but a consistent number of homeowners who pay their yearly dues, and the dues amount, ($10.00) has not increased since the Association’s creation. We have been experiencing a steady decline in the HHCA savings account because of snowplowing and the upkeep(mainly the entrance area) and extracurricular activities (ie. Easter Egg Hunt) provided by yearly dues. We greatly encourage those who haven't payed to do so in order to allow the Association to continue to keep the neighborhood clean and family friendly. NOTE: HHCA submitted a New Castle County Council Grant application and was awarded the maximum $2500.00 amount that payed for the majority of the upkeep and extracurricular activities. This was achieved because the NCC Council considered our worthy efforts.
In similar circumstances, neighborhoods have modified themselves into Homeowners Association’s and had their received dues collected for them within the County taxes. Only one year of at least 75% of full community participation can generate close to $3,000 to be used back in the neighborhood and used for maintenance of common areas, upkeep of the playground equipment, and future group activities.
Councilman Sheldon reported there were eight code violations in Harmony Hills and Lexington Square:

Total 16 of the 20 complaints of 2025 have been resolved.

New Business:
Evergreen Waste Services has informed us there are currently enough residents within both communities to offer a discount for trash and recycling pickup. Check your current bills and give Evergreen a call to see if this may be able to save you some money.
Community Yard Sale:
The next Community Yard Sale has been set for October 10th from 8am to 2pm. Past years have been very successful, with most of the purchasing traffic within the morning hours. Use this as an opportunity to shed what you no longer need, want or use, and make some money from it too.
