Harmony Hills and Lexington Square Civic Association Minutes from November 19, 2025

Harmony Hills and Lexington Square Civic Association

Minutes from November 19, 2025

Website: HHLEX.ORG

President: Paul Piscarik 302-733-7547; Vice President: Joe Marvasi 302-442-8635;

Treasurer: Ray Bodnar 302-368-0177; Secretary: Jane Creswell 302-345-4684.

Senator Jack Walsh:  Senator Walsh reported he and Representative Sophie Phillips worked on getting approval for repaving Catalina Dr.   DelDot was repaving from Tamara to Durso, which included a small portion of Catalina. They arranged for the remainder of Catalina to be repaved at the same time.  DelDot will also be replacing the curbs.   They are in the process of replacing the curbs on Kingsley right now. One portion is paid by a State contract which is separate from the contract for DelDot. But they arranged for them to be done at the same time.   A constituent asked about the letter we received from Veolia Water Co. about water lines.  It sounds like they may be replacing water lines owned by them from the street to the shut off for the houses, and if the pipes are old and contain lead, it is the homeowners responsibility to replace the rest of the line to the house. They recommend filtering drinking water if the pipes contain lead.   Jack will check with DelDot to make sure they coordinate with Veolia to make sure they don’t tear up the road after they have been repaved.

A constituent asked if anyone from the County checked the school tax numbers before the bills were sent out.  There was discussion about how the bills were processed, the meetings about them, and the court proceedings.   He explained that the reassessment was brought on due to a lawsuit. The County won in Chancery Court but it was then taken to the State Supreme Court.  The County just won that suit, which is why the new property tax bills have not gone out yet.   They will be sent out on December 1 and due on December 31.   After reassessment, commercial property taxes went down and residential rates went up to cover the loss. After much discussion, a bill was passed to increase the percentage of property taxes to commercial to lower residential.  School taxes for our district then dropped from 7.5% increase to 6.19% increase.  Tim Sheldon said the State owes 50,000 households a refund since they had already paid the original rate.  The refund can be handled in a few different ways.  The refund amount can be returned, it can be applied to next year’s taxes or since the sewer bill comes out in February, you can apply the refund to pay the sewer bill and any amount left over after paying the sewer bill can be added toward payment of next year's taxes. The County is also setting up a 3 month installment plan for payment.  Tim reminded everyone that a request to the County can be made every year to reassess your property..  Also, anyone over 65 that makes less than $65,000/year can submit a form to reduce their school taxes.   You can find the information on the NCC website.

A constituent asked when we are getting more speed bumps.   Paul Piscarik said he wasn’t interested in pursuing more.  A couple constituents said they were definitely needed on Tamara where they live. Joe Marvasi asked about the possibility of getting the residential speed monitors.   Another constituent asked if there was legislation in the works to stop people from buying illegal license plates on Amazon.   Even though the site says they are for novelty use only, people are buying them and putting them on their cars. Someone has made one with his license number and he has been getting bills and tickets from EZpass for this other car.  He has been talking with the DMV and they have had others with the same problem. The Representatives didn’t know anything about it but will check into it.  Sophie Phillips said she will contact Homeland Security to ask if this is something they should be checking into.

Old Business:  Paul Piscarik reported that $303 was left from Grant money not used for the Community Picnic.   He will be completing a form asking for the funds to be reallocated to pay for cleaning, grass cutting and maintenance of the entrance.  Martin Foster retired from snow plowing, but they will be contracting with Jose Cruz at 102 Kingsley for snow plowing this winter. The cost is $150/hr per truck.    Paul reported that about 30 people attended the Fall picnic at the old park.  It rained a bit off and on, but it was a nice event.  The County did a good job of cleaning the area up and putting out trash cans for the event.  Paul thanked Bendetta Quindlen and her family for their help and also Jim Marshallsea.   Paul also announced Jane Creswell is retiring as Secretary, so a new Secretary is needed starting in January. Please contact Paul if you are interested (phone number at top of the newsletter).
